A 40-unit affordable housing development is nearing lease-up in West Philadelphia, adding regulated units in a submarket shaped by rapid private investment.

The Apartments at 40th St. Place sits at 818 N. 40th St., about a mile from Drexel University and the University of Pennsylvania, on the border of Mantua and Belmont.

The $25 million rental project is led by Mt. Vernon Manor Community Development Corporation and HopePHL.

A ribbon-cutting was held Wednesday, February 11th, and opening is expected in at least two months.

The units, largely a mix of one-, two- and three-bedroom apartments, will be permanently affordable.

Compliance framework and ownership structure

The development was financed with low-income housing tax credits, a federal program typically administered by state housing agencies.

Rents must remain affordable to households earning between 20% and 60% of area median income, equal to $23,880 to $71,640 for a family of four.

After a 15-year compliance period, Mt. Vernon Manor CDC will buy out the land, followed by a 99-year land lease.

For operators, this structure centers ongoing income certification, file audits, and reporting throughout the initial compliance period and beyond.

Lease-up and resident services planning

Project partners indicated a preference that residents be of the community, while maintaining program requirements.

Tenants will have access to social services, including workforce development and career coaching, which will require coordination between property management and service providers.

With delivery targeted in at least two months, managers will align eligibility screening, waitlist processing, and service onboarding with unit turn readiness.

Market conditions and operational risk

Mantua and Belmont have seen a spike in private residential development, much of it market-rate rentals geared toward students, in historically owner-occupied neighborhoods.

Developers warned about displacement pressures as values rise, with Mt. Vernon Manor’s Michael Thorpe saying, “The pressure is enormous.”
