Philadelphia Joins FEMA CRS, Class 7 Yields 15% NFIP Discount

Philadelphia will enter the Federal Emergency Management Agency Community Rating System as a Class 7 community with a 15% discount on eligible National Flood Insurance Program policies taking effect for policies written or renewed on or after April 1st, 2026. The designation is projected to save property owners, renters and businesses about $424,000 annually and applies citywide to NFIP policies.

Insurance premium effects for managed portfolios

The 15% reduction applies only to NFIP policies and not to private flood insurance, and it covers properties both inside and outside FEMA-mapped floodplains. The change lowers annual insurance expense for managed portfolios and renters but does not eliminate the need to monitor individual policy terms; local reporting on flood insurance discounts provides additional context on uptake and cost pressures local reporting on flood insurance discounts.

Compliance, mapping and verification obligations

The city’s application was managed through its Flood Risk Management Task Force, a 15-department effort that documented programs and practices required for CRS credit. FEMA evaluates public information, mapping and regulations, flood damage reduction, and preparedness, and communities reinitiate verification every five years to pursue higher classifications.

Maintenance, mitigation and operational responsibilities

City actions that earned CRS credit include updated flood mapping by the Water Department, code and zoning enforcement by Licenses and Inspections, public alerting through ReadyPhiladelphia, and public education efforts. Those functions intersect with routine maintenance and emergency preparedness responsibilities for managed properties and the city plans to add staff to manage ongoing CRS participation and documentation.

Next steps for owners, operators and property managers

The 15% discount will be applied automatically to eligible NFIP policies written or renewed on or after April 1st, 2026, and managers should confirm reductions appear on renewals; a separate account of the city’s acceptance into CRS explains the program mechanics and FEMA Community Rating System entry timeline. The city also intends to pursue additional measures that could deepen discounts, which may affect elevation standards, permitting and outreach obligations that owners and operators must track.
